How to File a Labour Complaint in the UAE (MOHRE)

If your employer in the UAE has not paid your salary, gratuity or other dues, or has broken your contract, you can file a complaint with the Ministry of Human Resources and Emiratisation (MOHRE). Filing a labour complaint with MOHRE is free for workers.

Before you file

• Try to settle the issue with HR in writing first, and keep their replies.
• Collect your documents: labour contract, offer letter, salary slips or bank statements, Emirates ID, passport copy and any messages about the dispute.
• Work out what you are owed: unpaid salary, gratuity, unused leave, overtime and notice pay.

How to file

1. Use the official MOHRE app or website (mohre.gov.ae), or visit a MOHRE service centre.
2. Choose the labour complaint service and enter your details and the employer's details.
3. Describe the problem clearly, with dates and amounts.
4. MOHRE first tries to settle the dispute between you and the employer.
5. If it cannot be settled, the case may be referred to the labour court. For smaller claims, MOHRE itself can issue a binding decision.

Free zones

Employees of DIFC and ADGM follow their own employment laws and dispute processes. Some other free zones have their own authorities too; check with your free zone first.

Tips

• Do not sign a final settlement or "full and final" receipt if you disagree with the amount.
• Do not leave the UAE before the case is closed if you want to follow it up in person.
• Keep copies of all documents on your phone and in email.
• Consider asking your country's embassy or consulate labour section for guidance; many offer free help to their nationals.
